为鼓励优秀国际研究生新生来校学习，引导学生热爱所学专业，促进学生德、智、体、美、劳全面发展，根据《广东省政府来粤留学生奖学金管理暂行办法》（粤财教〔2014〕187 号），结合学部研究生新生招生实际情况，特制订哈尔滨工业大学深圳校区信息学部来粤留学生（新生）奖学金评审细则。

To encourage outstanding new international graduate students to study at the university, to guide students toward a passion for their chosen majors, and to promote their comprehensive development in morality, intellect, physical fitness, aesthetics, and labor, these evaluation guidelines for the Guangdong Provincial Government Scholarship for International Students (New Students) are hereby formulated in accordance with the Interim Measures for the Administration of the Guangdong Provincial Government Scholarship for International Students (Yue Cai Jiao [2014] No. 187), and in consideration of the actual circumstances of new graduate student admissions in the Faculty.

一、奖学金名称

来粤留学生奖学金（新生）

Guangdong Provincial Government Scholarship for International Students (New Students)

二、组织机构

信息学部成立国际学生奖学金评审委员会、评定工作组，师生参与并监督评定过程，确保评定工作公平、公正、公开。

The Faculty of Information Science and Technology establishes a Scholarship Review Committee and an Evaluation Working Group, with faculty and students participating in and overseeing the evaluation process to ensure fairness, impartiality, and transparency.

1. 评审委员会

信息学部成立评审委员会，由学部分管教学领导为主任、分管国际化领导为副主任，负责对评定工作组的工作督导，裁决学生对评审工作问题的申诉。

The Faculty establishes a Review Committee, chaired by the Faculty's deputy dean in charge of teaching, with the deputy dean in charge of international affairs serving as vice chair. The committee is responsible for supervising the work of the Evaluation Working Group and adjudicating student appeals regarding evaluation matters.

2. 评定工作组

信息学部成立评定工作组，由学部学生工作负责人为组长，班主任、辅导员、外事秘书、专家学者等为成员，负责来粤留学生（新生）奖学金评选工作通知的制定与发布、评审、公示等评选工作；负责学生申诉工作以及其他评审委员会交办的工作。

The Faculty establishes an Evaluation Working Group, headed by the Faculty's student affairs coordinator, with members including class advisors, counselors, foreign affairs secretaries, and expert faculty. The group is responsible for drafting and issuing scholarship evaluation notices, conducting evaluations, publicizing results, and managing other evaluation-related tasks; it also handles student appeals and other matters assigned by the Review Committee.

三、参加来粤留学生奖学金评比的基本条件

1. 校区录取的全日制研究生国际新生，年龄在 40 周岁以下。

Full-time new international graduate students admitted to the Shenzhen Campus, under the age of 40.

2. 品行端正，对华友好。硕士新生仅限获得学部硕士新生奖学金特等奖、一等奖的学生方可申报。采用评审组综合评议方式开展遴选，评审主要参考前序学习阶段学习成绩、科研工作基础、学术竞赛、德育综合表现。

Good moral character and a friendly attitude toward China. For master's students, only those who have received the Faculty's top-tier or first-tier master's new student scholarship are eligible to apply. Selection is conducted through comprehensive review by the evaluation committee, with primary consideration given to previous academic performance, research background, academic competitions, and overall moral and developmental performance.

3. 具有相应的汉语水平并提供相关证明（英语授课专业可适当放宽条件）。

Possess a corresponding level of Chinese language proficiency and provide relevant certification (English-taught programs may have relaxed requirements).

4. 不享受此项奖励的学生情况如下：（1）获得中国政府奖学金及本年度深圳市大运留学基金资助的学生；（2）申请材料弄虚作假的学生。

Students in the following categories are not eligible for this award: (a) those receiving Chinese Government Scholarships or current-year Shenzhen Universiade Overseas Study Funding; (b) those found to have submitted falsified application materials.

四、奖励标准

1. 信息学部全日制留学硕士新生获奖者，每人金额 20000 元 / 年

Awardees among full-time international master's new students in the Faculty shall each receive RMB 20,000 per year.

2. 博士留学新生获奖者，每人金额 30000 元 / 年。

International doctoral new students shall each receive RMB 30,000 per year.

五、申报材料

1. 《广东省政府来粤留学生奖学金年度申请表（一）》（附件 1），以下简称《申请表（一）》

Guangdong Provincial Government Scholarship for International Students Annual Application Form (I) (Attachment 1), hereinafter referred to as Application Form (I).

2. 前序学历成绩单（原件，须包含前序阶段全部课程）

Official transcript of previous academic degree(s) (original, including all courses completed in the prior stage).

3. 汉语能力证明（验原件，收复印件；英语授课专业可不提交）

Certificate of Chinese language proficiency (original for verification, copy submitted; not required for English-taught programs).

4. 如有可以证明自己综合能力的文件，如科研经历材料、论文、专利、获奖证书等，可在申请时一并提交（验原件，收复印件）。

Any supporting documents demonstrating comprehensive abilities, such as research experience, papers, patents, award certificates, etc., may be submitted along with the application (original for verification, copy submitted).

六、评选过程

（一）学生申请

根据学部通知时间节点提交材料，符合条件的申请人填写《申请表（一）》1-14 项，将全部所需材料提交至所在学部评定工作小组。

Applicants shall submit materials according to the timeline notified by the Faculty. Eligible applicants shall complete Items 1–14 of Application Form (I) and submit all required materials to the Faculty's Evaluation Working Group.

（二）学部初评

信息学部国际学生奖学金评定工作组核查申报材料完整性与资格条件后，提交评审委员会开展综合评议。评审委员会结合申请人前序阶段学习成绩、科研工作基础、学术竞赛、德育综合表现进行综合评价，择优确定拟推荐人选。将符合条件的申请者排序，公示 3 日无异议后报国际处。

The Faculty's International Student Scholarship Evaluation Working Group shall verify the completeness of application materials and eligibility, then forward them to the Review Committee for comprehensive evaluation. The Review Committee shall conduct an integrated assessment based on the applicant's previous academic performance, research background, academic competitions, and overall moral and developmental performance, and shall select the recommended candidates on a merit basis. Eligible applicants shall be ranked, and the list shall be publicly posted for 3 days. After no objections are raised, the list shall be submitted to the International Office.

（三）校区复评

校区组成评审委员会，进行复评后确定校区拟推荐名单。校区对拟推荐名单公示 3 日，公示无异议后报送至广东省教育厅。

The Campus shall form a review committee to conduct a re-evaluation and determine the final recommended list for the Campus. The proposed list shall be publicly posted for 3 days. After no objections, it shall be submitted to the Guangdong Provincial Department of Education.

（四）广东省教育厅评审

广东省教育厅将组织专家组对各高校提名的奖学金拟推荐人员进行评审，经省教育厅与省财厅审核后，最终确定生效。本年度奖学金的最终结果以省教育厅公布结果为准。

The Guangdong Provincial Department of Education shall organize an expert panel to evaluate the recommended candidates nominated by each university. After review and approval by the Provincial Department of Education and the Provincial Department of Finance, the final award list shall be confirmed. The final results for this year's scholarship shall be subject to the announcement by the Provincial Department of Education.

（五）奖金发放

校区收到广东省的资金拨付后（约 11 月底），按 10 个月平均发放给获奖学生。

After the Campus receives the funding allocation from Guangdong Province (approximately at the end of November), the award shall be distributed to the recipients in equal monthly installments over 10 months.

六、异议处理

对学部评审结果有异议的学生，可在学部公示阶段向学部评审委员会提出申诉，评审委员会应及时核实情况并予以答复。

Students who have objections to the Faculty's evaluation results may file an appeal with the Faculty's Review Committee during the Faculty's public posting period. The Review Committee shall promptly verify the situation and provide a response.

七、其他事项

本细则由信息学部负责解释。

These regulations are interpreted by College of Information Science and Technology.

评审细则如与上级文件冲突，以上级文件为准。

In the event of any inconsistency between these rules and higher-level official documents, the higher-level documents shall prevail.

本文件采用用中英文书写，如有冲突，以中文版为准，英文版不作为管理依据。

These Regulations are written in both Chinese and English. The Chinese translation will take precedence if there is any discrepancy or disagreement. The English version is for reference only.
