为提高本科留学生培养质量，奖励我校学习成绩优异、科研能力显著、德智体美劳全面发展的本科留学生，根据《广东省政府来粤留学生奖学金管理暂行办法》（粤财教[2014]187号），结合学部实际情况，特制定此细则。

To enhance the quality of undergraduate international student education and recognize students with outstanding academic performance, notable research capabilities, and comprehensive development in morality, intelligence, physical fitness, aesthetics, and labor, these regulations are hereby formulated in accordance with the Interim Measures for the Administration of the Guangdong Government Scholarship for International Students in Guangdong Province (Yuecai Education [2014] No. 187) and the specific circumstances of the School.

一、评审委员会组成/Organization of the Evaluation Committee

根据学校要求，成立学部广东省政府来粤留学生奖学金评审委员会，主要负责学部广东省政府来粤留学生奖学金评审细则的制定以及奖学金的申请组织、评审等工作，委员名单如下：

In accordance with university requirements, the School has established an Evaluation Committee for the Guangdong Government Scholarship for International Students in Guangdong Province. The committee is responsible for drafting the School’s scholarship evaluation regulations, organizing the application process, and conducting the scholarship review. The members of the committee are as follows:

王鸿鹏、裴文杰、曹罡、朱旭、高林、张淼、高翠芸、漆舒汉、曾国坤、王昕、高旭、柯炽炜、张杰、刘伟、胡竞天、蒋宇飞、Joanna Siebert、汤步州、徐睿峰、周逊、邵奕天、万佳、张治国、汪灵芝、张梅山、宋霜、张伟铮。

二、奖励标准与基本条件/Award Standards and Basic Eligibility

（一）基本申请条件/Basic Eligibility Requirements

申请人拥有外国国籍，持有效外国护照，身体健康，对华友好，为校区在读全日制国际学生，年龄在40周岁以下。

Applicants must be foreign nationals holding a valid foreign passport, be in good health, be friendly toward China, be full-time international students currently enrolled at the campus, and be under the age of 40.

（二）在符合基本条件的前提下，申请人还需满足以下具体条件/On the Basis of Meeting the Basic Requirements, Applicants Must Also Meet the Following Specific Conditions

1．二年级及以上年级本科学生方可申请广东省政府来粤留学生奖学金。

Only undergraduate students in their second year or above are eligible to apply for the Guangdong Government Scholarship for International Students in Guangdong.

2．遵纪守法，勤奋好学，品行端正，没有违反中国法律法规和违反校规校纪行为记录。

Applicants must abide by laws and regulations, be diligent and studious, demonstrate good conduct, and have no record of violations of Chinese laws or university rules.

3．申请人学业成绩优异，学习表现获得师生的一致认可，当年度必修课课程成绩为良好以上（良好是指本科生必修课平均学分绩在75分以上）。

Applicants must have outstanding academic performance and be well-recognized by both faculty and peers. Their required course grades for the academic year must be rated "Good" or above (i.e., an average GPA of 75 or higher in required undergraduate courses).

4．具有相应的汉语水平并提供相关证明（部分直接用英语授课的专业可适当放宽条件）。相关证明包括：HSK三级及以上、校内汉语课程75分以上以及其他可认定为具有相应汉语水平的证明。

Applicants must possess adequate Chinese language proficiency and provide relevant certification (for programs taught entirely in English, this requirement may be appropriately relaxed). Acceptable certificates include: HSK Level 3 or above, a score above 75 in on-campus Chinese language courses, or other verifiable documentation of equivalent proficiency.

5．学习成绩排名位于前30%（含30%）的学生，可以申请广东省政府来粤留学生奖学金。学习成绩排名没有进入前30%，但达到前50%（含50%）的学生，如在其他方面表现特别突出，也可申请广东省政府来粤留学生奖学金，但需提交详细的证明材料，证明材料须经学部审核盖章确认。

Students whose academic ranking is within the top 30% (inclusive) are eligible to apply. Those ranked between the top 30% and 50% (inclusive) may also apply if they demonstrate exceptional performance in other areas, provided they submit detailed supporting documents, which must be reviewed and stamped by the School.

其他方面表现特别突出是指在学术研究、学科竞赛、创新发明等某一方面表现特别优秀。具体是指：

Outstanding performance in other areas refers to exceptional achievements in academic research, subject-related competitions, or innovation and invention. Specifically, it includes:

（1）在学术研究上取得显著成绩，以第一作者发表通过专家鉴定的高水平论文，以第一、二作者出版的通过专家鉴定的学术专著。

Significant academic research results, such as publishing high-level peer-reviewed papers as the first author, or publishing expert-reviewed academic monographs as the first or second author.

（2）在学科竞赛方面取得显著成绩，在国际和全国性专业学科竞赛、课外学术科技竞赛等竞赛中获一等奖（或金奖）及以上奖励。

Outstanding results in academic competitions, such as winning first prize (or gold award) or higher in international or national-level subject competitions or extracurricular academic and technological contests.

（3）在创新发明方面取得显著成绩，科研成果获省、部级以上奖励或获得通过专家鉴定的国家专利（不包括实用新型专利、外观设计专利）。

Notable achievements in innovation and invention, such as winning provincial or ministerial-level awards for research outcomes, or obtaining nationally recognized patents (excluding utility model patents and design patents).

（三）不享受此项奖励的学生情况如下/Students Not Eligible for This Scholarship Include:

1．休学、清退流程中、2025-2026学年有处分的学生；

Students who are currently on suspension, undergoing withdrawal procedures, or have received disciplinary actions during the 2025–2026 academic year;

2．2026-2027学年将超学制的学生。

Students who are expected to exceed the standard duration of their program in the 2026–2027 academic year;

3．奖学金评选当年度正在享受或即将享受中国政府各类奖学金、孔子学院奖学金及其他任何中国各级政府资助形式的外国留学生不再享受此项奖励。

International students who are currently receiving or are about to receive any form of scholarship from the Chinese government, Confucius Institute Scholarship, or other funding provided by any level of the Chinese government during the scholarship selection year are not eligible for this scholarship.

（四）奖励标准/Scholarship Amount

本科每人1万元。

RMB 10,000 per undergraduate student.

三、评审方式与细则/Evaluation Procedures and Guidelines

（一）评审流程/Evaluation Process

1．凡符合奖励条件的留学生应当按照规定的时间和要求如实填写并按时提交《广东省政府来粤留学生奖学金年度申请表（一）》(以下简称《申请表（一）》)。

All international students who meet the eligibility criteria must accurately complete and submit the Guangdong Government Scholarship Annual Application Form (Form I) in accordance with the specified deadlines and requirements.

2．学部成立国际学生奖学金评定工作组（成员不少于5人），根据申请人的学习成绩和其他综合表现进行评审，将符合条件的申请者进行排序，公示3日无异议后报国际教育中心。

The School will establish a Scholarship Evaluation Working Group for international students (with no fewer than five members) to review applicants based on their academic performance and overall qualities. Qualified applicants will be ranked, and the results will be publicly announced for three days. If no objections are raised, the list will be submitted to the International Education Center.

（二）评分细则/Scoring Criteria

1. 考核总分为100分，其中智育成绩占80%，德育成绩占20%。智育成绩和德育成绩的满分分别为100分。

The total score is 100 points, with Academic Performance (Cognitive Score) accounting for 80%, and Moral and Comprehensive Performance (Non-Cognitive Score) accounting for 20%. Both components are scored out of 100 points.

2. 智育成绩按照哈工大（深圳）教务部给定的测评年度平均核心学分绩（若非百分制则换算成百分制计算）。

Academic performance is based on the average core GPA for the evaluation year as provided by the Academic Affairs Office of HITSZ. If the GPA is not in percentage format, it must be converted accordingly.

4. 德育成绩根据学生本人、相关老师或辅导员提供的相应证明材料计算，并由学部综合素质测评委员会审核认定。所有奖项、活动需在测评时间范围内方可有效。

Moral and comprehensive performance scores are determined based on supporting materials provided by the student, relevant instructors, or counselors, and must be reviewed and confirmed by the School’s Comprehensive Quality Evaluation Committee. All awards and activities must fall within the designated evaluation period to be considered valid.

四、德育成绩计算/Calculation of Moral and Comprehensive Performance Score

（一）德育成绩计算/Scoring Components of Moral and Comprehensive Performance

德育成绩由公共服务（20分）、科技创新（50分）、社会实践（20分）及日常表现（10分）四个部分组成。

The moral and comprehensive score consists of Public Service (20 points), Scientific and Technological Innovation (50 points), Social Practice (20 points), and Daily Conduct (10 points).

（二）公共服务成绩/Public Service Score

1．学生担任学生干部可获得相应社会工作优秀加分，各类型社会工作加分规则见表1。

Students who serve as student leaders may receive merit-based bonus points for social work. The specific scoring rules for various types of social work are detailed in Table 1.

2．公共服务优秀加分不累计加分，取分值最高一项经历加分，满分为20分。

Public service bonus points are not cumulative. Only the highest-scoring experience will be counted. The maximum score for this section is 20 points.

3．各类型海外联合国系统国际组织总部名录见附件《哈尔滨工业大学推荐免试攻读研究生优秀加分规则》表5。

The list of overseas United Nations system international organization headquarters can be found in Table 5 of the appendix to the HIT Recommended Admission Bonus Points for Postgraduate Study.

4．各类型联合国系统国际组织办事处、教科文组织一类中心总部、人社部国际组织人才信息服务网发布的重要国际组织名录内的国际组织见附件《哈尔滨工业大学推荐免试攻读研究生优秀加分规则》表6。

Offices of United Nations system organizations, UNESCO Category I centers, and important international organizations listed by the Ministry of Human Resources and Social Security’s International Organization Talent Information Service Network can be found in Table 6 of the same appendix.

（三）科技创新成绩/Science and Technology Innovation Scores

1．科技创新成绩由科创竞赛和科研成果两部分构成，同一测评年度内两部分可以累加，上限50分。

The science and technology innovation score consists of two parts: innovation competitions and scientific research achievements. The scores from both parts can be accumulated within the same evaluation year, with a maximum limit of 50 points.

2．同一测评年度内科创竞赛不累计加分，取一项最高奖加分，加分规则见表2。

Within the same evaluation year, points for innovation competitions are not cumulative; only the highest award’s points are counted. See Table 2 for the scoring rules.

3．同一测评年度内科研成果不累计加分，取一项代表性成果加分，加分规则见表3。

Within the same evaluation year, points for scientific research achievements are not cumulative; only one representative achievement is counted. See Table 3 for the scoring rules.

4．附件1《哈尔滨工业大学推荐免试攻读研究生优秀加分规则》列表中的竞赛等级认定参照该文件执行，不在以上表的竞赛不计入加分。

The competition level recognition in Attachment 1 "Harbin Institute of Technology Excellent Bonus Points Rules for Recommended Graduate Admission without Exam" shall be implemented according to that document. Competitions not listed in the table are not eligible for bonus points.

5．若科研项目、科研获奖、论文、发明专利及软件著作权为集体成果，则第1作者或除指导老师外第1作者加相应项目的满分，但后者需要提供指导老师签字的论文贡献证明材料，第二作者加相应满分的60%，第三作者加相应满分的30%，第三作者以后的作者不予加分。共同一作只认前两名。论文获得加盖有期刊或者会议公章的录用通知函即具有加分资格。

If research projects, awards, papers, patents, or software copyrights are collective achievements, the first author—or the first author excluding the supervisor—receives full points for the corresponding item; the latter requires a signed contribution proof from the supervisor. The second author receives 60% of the full points, the third author receives 30%, and authors beyond the third do not receive points. For co-first authorship, only the first two are recognized. Papers with acceptance letters stamped by the journal or conference are eligible for bonus points.

（四）社会实践成绩/Social Practice Scores

1．积极参加教学计划外学校组织开展的社会实践活动，表现突出或获得奖项优秀加分，加分规则见表4。

Actively participate in social practice activities organized by the school outside the teaching plan. Outstanding performance or awards will receive bonus points. See Table 4 for scoring rules.

2．社会实践成绩由实践获奖和实践参与两部分构成，同一测评年度内两部分可以累加，上限为20分。实践获奖不累计加分，取一项最高荣誉加分。

The social practice score consists of two parts: practice awards and participation. Points from both parts can be accumulated within the same evaluation year, with a maximum limit of 20 points. Practice awards are not cumulative; only the highest honor is counted.

3．十佳奖项按照二等奖加分，优秀奖项按照三等奖加分。

The "Top Ten" award is scored as a second prize, and the "Excellence" award is scored as a third prize.

4．同一次社会实践如果已经按照获奖加分，不可再累计入参与次数。

If a social practice has already been counted for award bonus points, it cannot be additionally counted for participation points.

（五）日常表现成绩/Daily Performance Scores

1．日常表现成绩满分为10分，具体加分及扣分规则依据表5执行。

The maximum score for daily performance is 10 points. Specific rules for awarding and deducting points are detailed in Table 5.

2．学生申请加分项，须提供相关证明材料，否则不予计分。

When applying for bonus points, students must provide relevant supporting documents; otherwise, the points will not be granted.

3．扣分项认定规则：

Rules for determining point deductions:

（1）遵规守纪项的认定，以国际教育中心反馈的正式处罚通知为准。

Violations of rules and discipline are determined based on formal disciplinary notices issued by the International Education Center.

（2）宿舍文明项的认定，以总务处公布的宿舍卫生检查整改通知/问题清单为准。

Dormitory conduct violations are determined based on dormitory hygiene inspection correction notices or issue lists released by the General Affairs Office.

（3）学习态度项（旷课、迟到、早退、缺席年级大会/班会）的认定，以国际学生管理系统记录的正式考勤数据与辅导员日常考勤记录为准。

Academic attitude issues (such as truancy, tardiness, early leave, or absence from grade/class meetings) are determined based on official attendance records in the International Student Management System and daily records kept by counselors.

五、其他事项/Other Matters

（一）关于集体成果的说明/Notes on Collective Achievements

1．对于集体科创竞赛获奖项目。第1名同学加相应项的满分，其他人加满分的60%，当项目组总人数超过5人时，仅给予前5人加分。

For collective awards in innovation competitions, the first-ranked student receives full points for the item; others receive 60% of the full score. If the team has more than five members, only the top five are awarded points.

2．对于集体社会实践和志愿服务获奖项目。第1名同学加相应项的满分，2-5名加满分的60%，其余成员加满分的30%。

For collective awards in social practice and volunteer service, the first-ranked student receives full points; the 2nd to 5th receive 60% of full points; remaining members receive 30% of full points.

3．对于集体文体竞赛获奖项目。主要贡献同学（原则上不超过本项竞赛赛制规定的应上场人数）加相应项目的满分，其他人加满分的30%。

For collective awards in cultural and sports competitions, students who made major contributions (in principle, not exceeding the number of players required by the rules of the competition) receive full points; others receive 30% of full points.

4．所有集体奖项成员排序以证书为准，若从奖励证书无法区分排名（如数学建模的全国竞赛），其排名顺序以竞赛组织部门发布的获奖文件或者指导老师出具的贡献证明材料为准。

The ranking of team members is based on the award certificate. If the certificate does not indicate ranking (e.g., national mathematical modeling contests), the order is determined by official award documents issued by the organizing body or a contribution certificate provided by the advisor.

（二）关于学生干部任职时间及考核的说明/Notes on Student Leadership Term and Evaluation

1．学生干部任职时间不满4个月的不予加分，满4个月不满9个月的可以加考核后折算分数的50%，满9个月的可以加满考核后折算分数。

Student leaders who serve less than 4 months are not eligible for points. Those who serve 4–9 months may receive 50% of the calculated score after evaluation; those who serve 9 months or more may receive the full score after evaluation.

2．校学生组织需要学校出具的考核结果，学部学生组织需要学部出具考核结果，其他组织若无考核结果需要指导老师出具相应百分制分数的证明。

Evaluation results must be provided by the university for university-level student organizations, and by the department for department-level organizations. For other organizations, if no official evaluation is available, the advisor must provide a score on a 100-point scale.

3．学生干部加分计算规则为：考核分数低于60分者，不予加分；60分者，可获得最高加分的40%加分；高于或等于90分者，可获得最高加分的100%加分；60分至90分者，最终加分计算规则为：最终分数=满分*加分比例，加分比例=（考核分数*2-80）%；学生干部最终加分保留小数点后2位。

Calculation rules for student leader bonus points:

Below 60: no points;

Exactly 60: 40% of the maximum bonus;

90 and above: full bonus;

Between 60 and 90:

Final score = Full score × (2 × evaluation score − 80)%.

The final score retains two decimal places.

（三）关于特等奖、优秀奖等特殊奖项的说明/Notes on Special Awards such as Grand Prize and Excellence Award

1．特等奖的竞赛项目或荣誉，如果附件1《哈尔滨工业大学推荐免试攻读研究生优秀加分规则》已经明确特等奖的加分方式，本办法参照执行。附件1中未明确的奖项，特等奖按照一等奖计算，其他等级奖项分别降一级计算。如某些奖项无法判定具体等级或存在争议，需提交具体材料，交由教务部相关老师、学部主管教学副院长、学部专业老师进行等级认定。

For competitions or honors with a Grand Prize: if the bonus point rules are defined in Attachment 1 “Excellent Bonus Rules for Graduate Admission Recommendation without Exam at HIT”, this document will follow the same standards. If not specified, the Grand Prize is treated as a First Prize; all other levels are downgraded by one tier. If the level is unclear or disputed, detailed materials must be submitted for review by academic affairs staff, the department's Vice Dean of Teaching, and relevant faculty.

2．评选一、二、三等奖的竞赛，优秀奖和单项奖不予加分，若仅有优秀奖和没有获奖之分，则优秀奖按照三等奖加分。

In competitions that award first, second, and third prizes, Excellence Awards and Special Prizes are not eligible for bonus points. If only an Excellence Award is given and no formal prize levels exist, the Excellence Award will be treated as a third prize.

（四）关于成果所属单位的说明/Notes on Affiliated Institution of Achievements

以哈尔滨工业大学（深圳）为所属单位的科研成果、论文、发明专利、软件著作权，以哈尔滨工业大学（深圳）为单位报名参加的校外竞赛、实践或项目，以信息学部为单位报名参加的校内比赛所获奖项方可加分。

Only achievements affiliated with Harbin Institute of Technology, Shenzhen (HITSZ) are eligible for bonus points, including research outcomes, papers, patents, and software copyrights. Competitions, practices, or projects must be registered under HITSZ for external events, or under the College of Information Science and Technology for internal competitions.

（五）关于加分凭证的说明/Notes on Supporting Documents for Bonus Points

1．所有申请加分的项目都需要提供相应的凭证（如：论文录用通知函、证书复印件、加盖组织单位公章的证明材料等），如无法提供相应证明，则不予加分。获奖时间以证书或其他相应佐证材料落款时间为准。

All applications for bonus points must be accompanied by valid documentation (e.g., paper acceptance letters, copies of certificates, or official documents stamped by the organizing institution). Without such evidence, no points will be granted. The award date is determined by the date on the certificate or supporting document.

2．同一个项目仅能对应一个条目使用一次。因同一项目获得不同奖励者，不累计加分。如果已作为获奖项目加分，则不能再计为一次参与再次加分。

Each project may only be used once for one type of bonus point. If the same project receives multiple types of recognition, points are not cumulative. If the project has been awarded points for a prize, it cannot be counted again as a participation item.

六、附则/Supplementary Provisions

本办法由学部综合测评工作委员会负责解释，未尽事宜由评审工作小组共同商讨决定。

These regulations are interpreted by the Comprehensive Evaluation Working Committee of the School. Matters not covered herein shall be jointly discussed and determined by the evaluation working group.

评审细则如与上级文件冲突，以上级文件为准。

In the event of any inconsistency between these rules and higher-level official documents, the higher-level documents shall prevail.

本文件采用中英文书写，如有冲突，以中文版为准，英文版不作为管理依据。

These Regulations are written in both Chinese and English. In case of any discrepancy or inconsistency, the Chinese version shall prevail. The English version is for reference only.
