为提高研究生培养质量，奖励我校理想信念坚定、学习成绩优异、科研能力显著、德智体美劳全面发展的全日制研究生，根据《广东省政府来粤留学生奖学金管理暂行办法》（粤财教[2014]187号），结合学部实际情况，特制定此细则。

To enhance the quality of graduate international student education and recognize students with firm ideals and convictions, outstanding academic performance, notable research capabilities, and comprehensive development in morality, intelligence, physical fitness, aesthetics, and labor, these regulations are hereby formulated in accordance with the Interim Measures for the Administration of the Guangdong Government Scholarship for International Students in Guangdong Province (Yuecai Education [2014] No. 187) and the specific circumstances of the College.

一、评审委员会组成/Organization of the Evaluation Committee

根据学校要求，成立学部广东省政府来粤留学生奖学金评审委员会，主要负责学部广东省政府来粤留学生奖学金评审细则的制定以及奖学金的申请组织、评审等工作，委员名单如下：

In accordance with university requirements, the College has established an Evaluation Committee for the Guangdong Government Scholarship for International Students in Guangdong Province. The committee is responsible for drafting the College’s scholarship evaluation regulations, organizing the application process, and conducting the scholarship review. The members of the committee are as follows:

王鸿鹏、曹罡、裴文杰、朱旭、高林、张淼、曾国坤、堵宏伟、户保田、柯炽炜、魏姗姗、张杰、刘伟、胡竞天、蒋宇飞、Joanna Siebert、曾国坤、汤步州、徐睿峰、周逊、邵奕天、万佳、张治国、周逊、汪灵芝、张梅山、宋霜、张伟铮。

二、参评对象及奖励额度/Eligible Candidates and Award Amounts

（一）基本申请条件/Basic Eligibility Requirements

1.申请人须拥有外国国籍，持有有效外国护照，身体健康，对华友好，为校区在读全日制国际学生，年龄在40周岁以下。

Applicants must be foreign nationals holding a valid foreign passport, in good health, and friendly toward China.

2.在读期间遵纪守法，勤奋好学，品行端正，没有违反中国法律法规和校规校纪行为记录。

During studies, applicants must abide by laws and regulations, be diligent and studious, demonstrate good conduct, and have no record of violations of Chinese laws or university rules.

（二）在符合基本条件的前提下，申请人还需满足以下具体条件/On the Basis of Meeting the Basic Requirements, Applicants Must Also Meet the Following Specific Conditions

1.学业成绩优异，学习表现获得师生一致认可，2025-2026学年，研究生学位课成绩良好（原则上研究生学位课77分）以上。

Applicants must have outstanding academic performance and be well-recognized by both faculty and peers. Their required course grades for the academic year must be rated "Good" or above (i.e., a score of 77 or higher in graduate degree courses in principle).

2.具有相应的汉语水平并提供相关证明。相关证明包括：HSK三级及以上、校内汉语课程75分以上以及其他可认定为具有相应汉语水平的证明。

Applicants must possess adequate Chinese language proficiency and provide relevant certification. Acceptable certificates include: HSK Level 3 or above, a score above 75 in on-campus Chinese language courses, or other verifiable documentation of equivalent proficiency.

3.课程成绩按照学校课程的GPA成绩计算，前30%学生有资格参选广东省政府来粤研究生留学生奖学金评定。其他学生，如在其他方面表现特别突出，也可申请广东省政府来粤留学生奖学金，但需提交详细的证明材料，证明材料须经导师审核签字确认。

Course grades are calculated based on the GPA for institutional courses. Students whose ranking is within the top 30% are eligible to apply. Others may also apply if they demonstrate exceptional performance in other areas, provided they submit detailed supporting documents, which must be reviewed and signed by the supervisor.

其他方面表现特别突出是指在学术研究、学科竞赛、创新发明等某一方面表现特别优秀。具体是指：

Outstanding performance in other areas refers to exceptional achievements in academic research, subject-related competitions, or innovation and invention. Specifically, it includes:

（1）在学术研究上取得显著成绩，以第一作者发表通过专家鉴定的高水平论文，以第一、二作者出版的通过专家鉴定的学术专著。

Significant academic research results, such as publishing high-level peer-reviewed papers as the first author, or publishing expert-reviewed academic monographs as the first or second author.

（2）在学科竞赛方面取得显著成绩，在国际和全国性专业学科竞赛、课外学术科技竞赛等竞赛中获一等奖（或金奖）及以上奖励。

Outstanding results in academic competitions, such as winning first prize (or gold award) or higher in international or national-level subject competitions or extracurricular academic and technological contests.

（3）在创新发明方面取得显著成绩，科研成果获省、部级以上奖励或获得通过专家鉴定的国家专利（不包括实用新型专利、外观设计专利）。

Notable achievements in innovation and invention, such as winning provincial or ministerial-level awards for research outcomes, or obtaining nationally recognized patents (excluding utility model patents and design patents).

（三）不享受此项奖励的学生情况如下/Students Not Eligible for This Scholarship Include:

1.获得中国政府奖学金及2026年深圳市大运留学基金资助的学生。

Recipients of the Chinese Government Scholarship or the 2026 Shenzhen Universiade International Scholarship.

2.休学、清退流程中、在校期间有处分的学生。

Students who are currently on suspension, undergoing withdrawal procedures, or have received disciplinary actions in the whole study period.

3.2026-2027学年将超学制（2023硕、2024硕、2021博、2022博）的学生。

Students who will exceed the standard study period in the 2026-2027 academic year (2023 Master, 2024 Master, 2021 PhD，2022 PhD).

（四）奖励标准

硕士生2万元，博士生3万元。

RMB 20,000 per Master’s student, RMB 30,000 per doctoral student.

三、评审方式与细则/Evaluation Procedures and Guidelines

（一）评审流程/Evaluation Process

学生申请：凡符合奖励条件的留学生应当按照规定的时间和要求如实填写并按时提交《广东省政府来粤留学生奖学金年度申请表（一）》（附件1），以下简称《申请表（一）》。

Student Applications: All international students who meet the eligibility criteria must accurately complete and submit the Guangdong Government Scholarship Annual Application Form (Form I) in accordance with the specified deadlines and requirements.

学院（学科）评审：学部成立国际学生奖学金评定工作组（成员不少于5人），根据申请人的学习成绩和其他综合表现进行评审，将符合条件的申请者进行排序，公示3日无异议后报国际教育中心

School (Discipline) Review: The School will establish a Scholarship Evaluation Working Group for international students (with no fewer than five members) to review applicants based on their academic performance and overall qualities. Qualified applicants will be ranked, and the results will be publicly announced for three days. If no objections are raised, the list will be submitted to the International Education Center.

异议处理：对评审结果有异议者，可按程序申诉。

Objection Resolution: Students who have objections to the evaluation results can appeal through established procedures.

（二）评分细则/Scoring Criteria

硕士研究生分数（100分）=德育综合表现（10分）+学习成绩（55分）+科研成绩（35分）

The master's student score (100 points) = The moral and comprehensive performance (10 points) + Academic score (55 points) + Research score (35 points)

博士研究生分数（100分）=德育综合表现（10分）+学习成绩（20分)+科研成绩（70分）

The doctoral student score (100 points) = The moral and comprehensive performance (10 points) + Academic score (20 points) + Research score (70 points)

2.德育综合表现/ Moral and Comprehensive Performance

内容包括基础评价、德育奖励、特殊表现三项。德育综合表现满分为10分，其中基础评价6分、德育奖励及特殊表现4分。

The content consists of three components: Basic Assessment, Moral and Comprehensive Awards, and Special Performance. The total score for Moral and Comprehensive Performance is 10 points, with 6 points to Basic Assessment , 4 points to Moral and Comprehensive Awards and Special Performance.

基础评价（满分6分）/ Basic Assessment (The total score is 6 points)

基础评价内容包括遵守法律法规和学校规章制度、承担公共服务和参与各类活动，其中每一项最高得2分。

The basic assessment includes: compliance with laws, regulations, and university rules, public service engagement and activity participation . Each component is up to 2 points.

（1）遵守法律法规和学校规章制度：/ Compliance with Laws, Regulations, and University Rules

此项基础分为2分，不遵守法律法规和学校各项规章制度而受到学院通报批评处理以上扣除此项分数。

The base score for this component is 2 points. Students who break laws, regulations, or school rules and receive disciplinary actions at or above a school reprimand will lose all points for this section.

（2）承担公共服务：/ Public Service Engagement

担任校、院、研究中心、学生社团相应学生干部职务，经评价后得到相应分数。

Serving as student leaders at the university, school, research center, or student club will receive corresponding scores after assessment.

注：

① 学生干部加分由学生和辅导员共同评价，由学生干部所在的学生组织进行民主评议，辅导员综合民主评议结果及学生干部工作表现进行打分；

The score of student leaders is evaluated by students and tutors. The student organization where they serve conducts a democratic review, and the tutors assign the score based on this review outcome and the student leaders' job performance.

② 学生干部加分不累加，取高计分（根据学生干部的实际工作及对校园文化贡献开展加分，担任职务但工作不称职的不加分，如有突出贡献可额外加分，但满分不超过1分）；

Points for student leaders aren’t accumulated, only the highest score counts (Points are awarded based on work and contribution to campus culture, those aren’t qualified for the job receive no points. Exceptional contributions may receive extra points, but the total can’t exceed 1 point).

③ 校/院学生会主席、主席团成员、部长、主要社团负责人等学生干部由校/院团委认定、打分、公示后报送学院；

University/School student organization presidents, presidium members, department heads, and main leaders of clubs are identified, scored, and publicized by the University/School Youth League Committee before being submitted to the school.

④ 学生干部任职不足半年，不予加分；任职半年以上不足一年加分减半。

Student leaders who serve less than half a year are not eligible for points. Those who serve half a year or more but less than one year earns half the points.

（3）参与各类活动：/ Participation in Activities

参与由学校或本院组织的活动1次计1次，具体加分按下表执行，累计最多加1分。

Participation in activities organized by the university/school counts as 1 participation per event. Points are awarded according to the table below, and points are accumulated up to a maximum of 1 point.

德育奖励（满分4分）/ Moral and Comprehensive Awards (Maximum 4 points)

对获得校级及以上奖励的研究生进行加分，取学生活动荣誉对应分值最高项目加分，各项目得分不累加。具体分值和对应荣誉项目如下：

Points are awarded to graduates who receive university-level or higher awards. Only the highest-scoring award is counted, and points are not accumulated across different awards. Points and corresponding honors are as follows:

4.0分：国家级个人、集体荣誉奖励，省级个人荣誉奖励标兵；

4.0 points: National-level individual, group honorary awards, Provincial-level individual honorary awards (Model).

3.5分：省级个人荣誉奖励、校级个人荣誉奖励标兵、省级集体荣誉奖励标兵；

3.5 points: Provincial-level individual honorary awards,  University-level individual honorary awards (Model), Provincial-level group honorary awards (Model).

3.0分：校级个人荣誉奖励、省级集体荣誉奖励、校级集体荣誉奖励标兵；

3.0 points: University-level individual honorary awards, Provincial-level group honorary awards, University-level group honorary awards (Model).

2.0分：校级集体荣誉奖励。

2.0 points: University-level group honorary awards.

特殊表现：/ Special Performance

对有见义勇为、拾金不昧等表现，或在某方面做出突出贡献，并引起一定校园、社会反响的学生进行适当加分。

Appropriate points may be awarded for acts of bravery, returning lost property, or other outstanding contributions that generate significant positive impact within the campus or society.

（德育奖励与特殊表现可合并计分，两项总分不超过2分。）

(Points for moral and comprehensive awards and special performance may be combined, but the combined total for both can’t exceed 2 points.)

3.科研成绩/Research Grades

研究生科研业绩考核结合学科特点，采用多样化标准进行评价：

Graduate research grades is tailored to the discipline, and uses diverse standards to assess:

（1）以第一作者或学生第一作者（第一作者需为导师或副导师）发表或录用与课题相关的SCI源文章、CCF推荐期刊或会议列表的文章；

Publication or acceptance of SCI-indexed articles, or articles in CCF recommended journals/conference lists, related to the research topic, as first author or student first author (the first author must be the supervisor or co-supervisor).

（2）以第一作者或学生第一作者（第一作者需为导师或副导师）出版学术专著；

Publication of academic monographs as first author or student first author (the first author must be the supervisor or co-supervisor).

（3）以第一作者或学生第一作者（第一作者需为导师或副导师）在CCF推荐会议获得最佳论文奖/最佳学生论文奖的论文；

Papers winning Best Paper Award / Best Student Paper Award at CCF recommended conferences, as first author or student first author (the first author must be the supervisor or co-supervisor).

（4）以第一作者或学生第一作者（第一作者需为导师或副导师）在其他会议获得最佳论文奖/最佳学生论文奖的论文，或产生国内外较大影响的其他论文；

Papers winning Best Paper Award / Best Student Paper Award at other conferences, or other papers generating significant domestic/international impact, as first author or student first author (the first author must be the supervisor or co-supervisor).

（5）以第一发明人或学生第一发明人（第一发明人需为导师或副导师）获得授权发明专利；

Granted invention patents as first inventor or student first inventor (the first inventor must be the supervisor or co-supervisor).

（6）以第一作者或学生第一作者（第一作者需为导师或副导师）研制并发布支持国家重大战略需求或产生国内外较大影响力的软硬件系统、开放数据、开源软件、基准测试工具等，或发现重要安全漏洞；

Development and release of software/hardware systems, open data, open-source software, benchmark tools, etc., supporting major national strategic needs or generating significant domestic/international impact, or discovery of major security vulnerabilities, as first author or student first author (the first author must be the supervisor or co-supervisor).

（7）本人在正式发布的具有技术先进性的国际标准（包括IETF、ITU、ISO/IEC和分委员会认定的其他国际标准化组织制定的标准）或国家、省、市级或行业级标准中署名；

Being named on officially released international standards (e.g., IETF, ITU, ISO/IEC, or other international standardization organizations recognized by sub-committees) or national, provincial, municipal, or industry standards demonstrating advanced technology.

（8）在国际/国内重要技术评测或技术竞赛或创新创业大赛中取得一等奖（个人排名前三，不计指导教师）或二等奖（个人排名前二，不计指导教师）；

Achieving first prize (individual ranking within top 3, excluding advisors) or second prize (individual ranking within top 2, excluding advisors) in important international/domestic technical evaluations, technical competitions, or innovation/entrepreneurship contests.

（9）与上述水平可比的、经过同行专家充分评议或有关权威组织机构认定、使用的其他任何成果（需经导师签字认可）

Other achievements deemed comparable to the above through rigorous peer review or recognition/use by authoritative organizations (requires supervisor's signed approval).

四、其他事项

本细则由信息学部负责解释。

These regulations are interpreted by College of Information Science and Technology.

评审细则如与上级文件冲突，以上级文件为准。

In the event of any inconsistency between these rules and higher-level official documents, the higher-level documents shall prevail.

本文件采用用中英文书写，如有冲突，以中文版为准，英文版不作为管理依据。

These Regulations are written in both Chinese and English. The Chinese translation will take precedence if there is any discrepancy or disagreement. The English version is for reference only.
